In <Message>, there are @From and @To attributes, each if present "must be the name of a Participant". @From and @To are both xsd:NMTOKENs, but <Participant> names are xsd:strings. Participants also have @Ids which are xsd:NMTOKENs.

There's a small error here somewhere - either 1) @From and @To should actually be references to the Participant Id (meaning the docs are wrong), or 2) the name of the participant should be restricted to an NMTOKEN. Which is it?

The Participant referred to here is an attribute of Pool, with type NMTOKEN.
BPMN uses 'Participant' in connection with Pools. It is not the same as the xpdl Participant element (used for defining 'resources' referred to in Performer expressions associated with activities). Message flow is between Pools.
